Born on April 21, 1937, in Haripur, Khyber Pakhtunkhwa, he belonged to a respected scholarly lineage as the son of Hazrat Allama Maulana Qazi Abdul Subhan Kalla Batti (R.A.) and the grandson of Allama Muhammad Mazhar Jameel, a Hadith teacher in the Haramain. His early education began at home and in local mosques before advancing through institutions like Madrasah Islamiya, Jamia Hazrat Mian Sharaqpur Sharif, Ahsan ul Madaaris Rawalpindi, and eventually completing Dawra-e-Hadith under his father and other renowned scholars.
